Freeze, the landlord, wants to put Scoops out of business. When I.C. Freeze announces that he will use the building for a new and better business opportunity, the Brickles and the loyal customers of Scoops are determined to stop him. I.C. Freeze, however, can be swayed under one condition only: if he is promised Shirley Bert Brickle's hand in marriage. The Brickles could never agree to their daughter marrying I.C. Freeze, and Scoops seems to be lost. But enter Walter Melon Cream, the ice cream delivery man who vows to help save Scoops and, hopefully, marry Shirley Bert himself.
